Job Description:

Project Summary


A leading Development Organization is implementing a project titled “Peacebuilding Initiative for Development and Empowerment (PROJECT) in Khyber Tribal District. Tribal society in FATA has gone through cataclysmic change so it is imperative to address the structural causes and chronic issues in holistic manner. Part of this problem is communication gap among different generations due to strict code of remaining obedient/silent in-front of elders. In changing circumstances, youth found the miscreant forces as an outlet where they could vent out their feelings and aspirations. This inter-generational communication gap will be taken into account while engaging youth under peacebuilding activities. Youth and elders will be engaged in a series of dialogue to take forward the cause of peace for development together.


 


Conflict borne crisis has devastated livelihood cycles of returnee community. Unemployment and lack of financial resources are pushing these communities especially youth towards anti-social actions. Proposed action comprises a set of inter related activities which will pave the way for affirmative utilization of youth potential in local recovery and development initiatives. Interventions have been contextually designed to meet the water, livelihood and social cohesion needs of local youth (young men and women).


 


We have more than two decades experience of responding to national level calamities ranging from cyclone, floods, earthquakes, droughts and conflicts. We are the lead humanitarian organization and have provided immediate humanitarian assistance to all major disasters and humanitarian crises in Pakistan.


 


Capacitating our project Staff and identified Youth Groups (Communities) on the social cohesion aspects of the project  


Social Cohesion/Peacebuilding expertise is needed to guide the project team in the delivery of the project activities from a cohesion perspective, rather than a traditional development perspective. All of the activities have elements of social cohesion and/or conflict prevention contained within them and the team need additional expertise to ensure these elements are strong and sensitive to the local context.


 


There is also a need for expertise in the delivery of specific activities such as dispute resolution training to women and youth groups as well how these youth groups can contribute in the Social Cohesion/ peacebuilding process. Both the staff and youth groups as primary stakeholders will replicate their learning in the field to promote peace and lead the project towards its actual outcome and impacts in an organized and professional manner.


 


Objectives of the role


·         To improve the skills and capacity of the PROJECT team to deliver a conflict prevention and Social Cohesion -orientated project in a context-sensitive way.


·         To build the capacity of the Community Development Officers to understand how their work and the issues they discuss (e.g. public service provision) are related to local tensions and Social Cohesion goals, and to help them be able to respond sensitively to conflict and peace issues when they are raised by the community.


·         To build the capacity of the PROJECT team, youth groups, women’s groups and Jirga members to analyse the causes of local tensions and find peaceful ways to deal with tensions and disputes before they escalate that are inclusive of youth and women.


·         To build awareness among Jirga members, women’s groups and youth groups on the importance of youth and women’s inclusion in community decision-making processes for conflict prevention.


·         To support local faith leaders (male and female) in managing community reconciliation and helping community members process the emotions caused by conflict and displacement (fear, hurt, grief, trauma, mistrust, broken relationships etc).


·         To support the PROJECT team in the development of context-sensitive IEC materials and media/social media messaging related to Social Cohesion and conflict prevention.


·         To facilitate discussions with elders, Jirga’s, teachers, notables, community and faith leaders on how limited natural resources can be used equitably by all of the communities who rely on them to prevent conflict.


·         To facilitate discussions with media and press clubs on context-sensitive reporting.


·         To build the capacity of water management committees to be alert to potential disputes and be able to resolve disputes to the satisfaction of all parties.


·         To support learning in the PROJECT team and the documentation of case studies from the community about conflict prevention and Social Cohesion Provision of technical support in review of project documents i.e. reports and case studies, based on learnings, observation and findings.


·         To facilitate and support the PROJECT team with technical backstopping regarding peacebuilding .

Methodology 


The expert/consultant will be hired with background expertise and qualification of Social Cohesion /peacebuilding. The expert will facilitate and design the staff and Youth group capacity building workshops contents and agenda. She / he will be responsible to facilitate the team in replication of workshop learning in field through joint visits to targeted areas. She / he will also support the team in development of reports, case studies success stories based on learning and findings from the field visits. The schedule of field visits will be decided with mutual consent of the organization’s Management / Advocacy Specialist and the final consultant.


 


Responsibilities of consultant as a Trainer



  • Develop and design capacity building, training contents / manual for the Staff and Youth groups on Social Cohesion / peacebuilding and dispute resolution / conflict prevention.

  • Facilitate the capacity building sessions for organization team and Youth Groups.

  • Develop and share the concise capacity building sessions report.


Responsibilities of consultant during field visits



  • Share a schedule of visiting the field areas on monthly basis (3 visits per month) with the team.

  • Share the field learnings with management and team.

  • Share the filed visit reports with findings.

  • Facilitate and guide the team based on the learning from each visit through orientation /debriefing.

  • Support project team in developing case stories, success stories in the context of Social Cohesion /peacebuilding.


 


Preferred Qualifications



  • Significant (at least 5 years) experience of managing field-based Social Cohesion/peacebuilding projects or programmes.

  • Demonstrable understanding of tensions and Social Cohesion/peacebuilding issues in Tribal District.

  • Expertise in dispute resolution as well as an understanding of different models of dispute resolution to the point that they can train community groups on practical dispute resolution tools.

  • Experience in reconciliation and helping communities to recover from trauma, fear and mistrust.

  • Understanding of how to use radio, print and social media for Social Cohesion and experience developing IEC materials for Social Cohesion.

  • Experience in working with community groups on Social Cohesion.

  • Expertise in conflict analysis to the point that they can help communities analyse the causes of tension and find ways to resolve them peacefully.

  • Good understanding of context sensitivity to the point that they can advise the PROJECT team on context-sensitive approaches to the project activities.


 


Responsibilities of the Organization



  • Will finalize schedule of the training workshop for its staff and Youth Groups.

  • Share schedule with Admin and Resource Person.

  • Selection & Finalization of venue for the training events.

  • Make sure participants availability at the venue for training events.

  • We will provide tea with refreshment and lunch for the participants and trainer.

  • We will provide pick and drop facility to the trainer in the field (Bara and Peshawar).

  • We will monitor and evaluate the training events.

  • We will finalize the vendor / trainer for the activity.


 


Training Venue:


Training venue for staff capacity building will be decided by the Area based Senior Management and Admin department.


 


Mode of Payment:


·         Payment will be made through cross cheque within 15 days after submission of activity /visit report, attendance sheet and signed copy of ToRs.


The reports submitted by consultant will be vetted by PROJECT Senior Project Officer and Area Office Senior Management
