Job Description:

Purpose of this Post:

Technical support for enhanced birth registration service delivery for children, as comprised within the implementation of the Rolling Work-Plan (2018-2019), and further elaborated in the Project Document “Upscaling Universal Birth Registration in Six Districts of Punjab” (signed August 2016) and agreed between the Government of Punjab and UNICEF. Under the said Rolling Work-Plan, the Digital Birth Registration (DBR) project will be maintained and managed by the Local Government Department, whereby the services of an ICT Manager will be required for the provision of technical support and coordination for the successful implementation of identified interventions in selected districts of Punjab.

Major Duties and Responsibilities:

o    Prepare and maintain program related documents. Keep all the documents in safe custody.

o    Revisit the project logical frame work and on the basis of logical frame work he/she will take necessary steps for achieving the activities, results / outputs / objectives / goals with the prior permission of DG, LG&CD, Punjab / Focal Person.

o    Ensure that routine functions of the project are being performed properly and timely by the DBR staffs at PHQ and Districts as per their ToRs.

o    Must be willing to travel to the field including night stay in the field when & where necessary where the Project activities are being conducted. Tour programme would be approved from the DG, LG&CD, Punjab / Focal Person.

o    Facilitate in organizing events, meetings, workshops and seminars related to the Digital Birth Registration Project with the prior approval of Director General, LG&CD, Punjab.

o    Provide technical support to the Department of Local Government to ensure effective coordination at provincial level and District Level with all relevant partners.

o    He/She will be personally responsible to maintain record relating to DBR Project. Facilitate the organization of events, meetings, workshops and seminars related to the DBR Project.

o    Collection and consolidation of birth registration data from the Districts and prepare analyses report. This report would be presented to the LG&CD Department and UNICEF jointly on monthly basis

o    Undertake any duties or tasks, assigned by Director General LG&CD, Punjab

o    Report writing of the events regarding DBR project.

o    Responsible to conduct Provincial Steering Committee meeting. Record minutes of meeting of Provincial Steering Committee & all other meetings relating to DBR Project.

o    Prepare weekly, monthly activity plan and activity report.

o    Conduct weekly and monthly meetings of DBR staff under the chairmanship of DG, LG&CD, Punjab or any officer designated by him.

Qualification / Specialist Knowledge / Experience Required:

  • Should have a University Master’s Degree in Social Science
  • Ability to plan resource requirements from high-level specifications
  • Planning, coordination and monitoring skills; ability to organize work plans and deliver projects effectively
  • Must have four to five to seven years relevant working experience in foreign funded project management and administration preference will be given having experience with Govt. Departments.
  • Must be aware with financial system of international donors specifically UN.
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken English is highly desirable
  • Must be a team player
