Job Description:

Program Background Summary: Pakistan Reading Project (PRP) is five year USAID funded project starting in June 2013 to support the provincial and regional Departments of Education (DoE) throughout Pakistan to improve reading skills of at least 1.3 million children in grade one and two. The project will achieve this goal through three major but interrelated initiatives that are working together to affect the quality of primary education, teacher education, policy reforms, and community engagement to re-establish a national culture of reading in Pakistan. The result will be improved reading and assessment of 23,800 teachers in 23,800 public schools with improved skills in teaching reading; 3,649 scholarships for ADE and B.Ed (Hons) students; and mobile bus libraries reaching out to 300 communities. PRP anticipates that 2.5 million children will be able to read at a level commensurate with standards at their grade level.

RESPONSIBILITIES:

Job Summary:

M&E/Communication officer is responsible for assisting the M&E Coordinator and Communication Coordinator in overall Monitoring and Evaluation, and communication activities of project in respective target area. Under the supervision of & technical guidelines from M&E Coordinator and central communication team, the M&E/Communication officer will be responsible, among others, for collection and compilation of data from field to document case studies, perform field monitoring, support in updating the data in the M&E-Information System (M&E-IS), S/he will also assist in collection and entry of data for various surveys/studies undertaken internally and externally. M&E/Communication officer will conduct field monitoring visits of program activities as and when required. The position holder will work closely with component-based M&E focal persons and will extend all possible support to them in ensuring quality of data and use of standardized data collection and reporting tools. S/he will also be acting as a focal person for communication in the field and will be responsible for developing a variety of communication products which include, but are not limited to, taking photographs of activities, collecting success stories, beneficiaries’ feedback and quotes. S/he will be responsible for maintaining a photo bank and sharing it with the central communications team on a monthly basis. Success stories, on a prescribed format, will also be developed by the M&E/Communication Officer and shared with the central team. S/he will also take the lead in coordinating with the central team for assistance in communication related activities in the region.

Specific Responsibilities:

 

  • · Coordinate with project team & component based M&E focal persons for collection of data as per M&E needs.
  • · Regular field monitoring to collect information and report to technical teams for course correction.
  • · Participate in various capacity building activities as initiated and assigned by the M&E unit.
  • · Contribute in planning for M&E activities
  • · Take part in designing tools and carrying out various surveys & studies
  • · Assist in collection and entry of data for surveys & studies conducted internally in timely and efficient manner.
  • · Assist in external surveys & evaluations in field as and when required.
  • · Ensure proper recordkeeping and efficient filing of all M&E records including filled data collection tools, reports, evidences of the reported progress, official correspondence etc.
  • · Collect testimonials, beneficiaries quotes and photographs
  • · Identify and collect success stories and share them with central team on a prescribed format
  • · Assist in producing internal and external communications, materials including video case studies, photo essays and documentaries
  • · Assist in organizing advocacy events, launching ceremonies and seminars
  • · Ensure branding compliance by sub-grantees and obtain photographic records
  • · Maintain photo bank and share with central team on a monthly basis
  • · Ready to travel to far-flung areas as and when required.
  • · Perform any other relevant tasks as assigned by the supervisor.

 

QUALIFICATIONS


Education:

 

  • · Master Degree in social sciences (preferably in Communication /Media studies or public relations/)

 

Work Experiences:

 

  • · At least 2 to 3 years technical experience in M&E and communications preferably with INGO.
  • Experience of communications within a high profile global organization and utilizing a range of new and traditional media

 


Required Skills:
Demonstrated Skills:
•Proficient in data analysis by using MS. Excel, MS. Access and SPSS.
•Understanding of USAID branding and Marking will be an advantage.
•Be a team player and quick learner
•Basic photography skills Possess good writing skills
•Experience of working in and supporting M&E Systems including use of various tools & techniques and technologies/databases.
•Possess strong coordination, communication and interpersonal skills.

Language Skills:
•Experience in field monitoring
•Proficient in English, and Urdu
•Working knowledge of local languages will be preferred
